Cooch Behar Panchanan Barma University is named in honor of the distinguished social reformer Thakur Panchanan Barma, a prominent leader of the Rajbanshi community. Born in 1866 in Khalisamari village of the former Cooch Behar State, he was widely respected for his efforts in social upliftment and education. Known also as Roy Saheb, he founded the Kshatriya Sabha to promote Brahminical values among the Rajbanshi people, aiming to integrate them more closely with mainstream social and cultural practices in Bengal. Thakur Panchanan Barma completed his graduation with honors in Sanskrit from Victoria College, Cooch Behar, which was affiliated with the University of Calcutta at the time. He later earned his MA and LLB degrees from the same university in 1897 and 1898, respectively.
